Reset a User's password

Sends the user the same password reset email they would receive had they used the self-service
forgot password API, so an administrator can reset the password on their behalf. The user chooses
the new password themselves - this API never sets one, and the current password keeps working until
they follow the link.

To set a password for a user immediately instead, use the generate password API.

Unlike the self-service API this reports an error when the flow cannot be started - the user does
not exist, is not managed by the UMS identity provider, or does not sign in with a password.

This API requires PROTECTED_API permission(s).
