Restore devices
The API is async and will be immediately finish.
The API /v2/devices/restore/executions/last can be used for tracking the execution status.
The API assumes the DB tables have been restored, and all the things data (including shadows)
have been removed except for certificates.
The API will restore the IOT things, shadows, configuration.
If the certificate id in DB refer to an existing IOT certificate it will be reattached,
otherwise, the device will have no certificate.
The API will not remove orphaned certificates.
At the end of the restore device it will ask for the device status.
